Firefly Commons
Firefly Commons is a mixed-generation community in the City of Elkins, West Virginia. The community contains 16 new homes between seven buildings: six duplexes are for seniors, and one building is a townhouse-style unit housing for families. Firefly Commons has been in the works since 2014.The community includes homes for low-income seniors who prefer to live in a multi-generational community surrounded by families and other senior citizens.
Kilmarnock Village Apartments
VCDC is proud to welcome Kilmarnock Village Apartments to our portfolio. The rehabilitation of the Kilmarnock Village Apartments includes upgrades to heating and cooling systems, energy star appliances, a new roof, counters, cabinets, vanities, landscaping, exterior sidewalks, parking lot, appliances, and installing infrastructure for high speed internet.

Bermuda Estates: Innovation in Affordable Housing
Manufactured homes are an important source of affordable housing across the country, yet the benefits offered by these communities are often obscured by low-quality homes, deteriorating infrastructure, and the stigma surrounding mobile homes and trailer parks. In response to these problems VCDC affiliates are partnering with project:HOMES on an innovative project to integrate manufactured housing into the affordable housing stock for families in the Richmond region.
VCDF Collaborates to Create the Virginia CDFI Coalition
VCDC’s lending affiliate, VCDF, is collaborating with a group of CDFIs to form the Virginia CDFI Coalition, which will, among other things, be actively involved with the state agencies responsible for deploying the fund.

$2.25 Million Awarded by the Treasury Department’s Capital Magnet Fund to Finance Affordable Housing in VA & WV
The federal government has awarded VCDC’s Virginia Community Development Fund (VCDF) $2.25 million from the Treasury Department’s Capital Magnet Fund (CMF). The grant will finance high quality affordable rental housing in communities across VA and WV where developers are hard-pressed to get financing from traditional sources.
VCDF: New Market Tax Credit Project Closing Updates
VCDC is proud to announce the closing of three projects in 2020 by our lending program, VCDF (Virginia Community Development Fund), to obligate one half of our allocation of 2018 New Market Tax Credits.
Golden Rule: VCDC beyond Virginia
In 2014 the Preservation Alliance of West Virginia listed the historic Golden Rule building as an endangered property, citing deferred maintenance and its significant role in the commercial history of Belington. With the support of the Belington Revitalization Committee, the Woodlands Development Group acquired the building in 2017 with the combined goals of preserving a historic landmark and repurposing it for community use, providing much needed quality housing and new jobs.
South First Street: Resident-Led Redevelopment
The Charlottesville Public Housing Association of Residents (PHAR) formed in 1998 with a mission to “educate and empower low-income residents to protect and improve our won community through collective action,” and is a model for community-driven development of affordable housing. Together, PHAR and CRHA are taking on a comprehensive redevelopment and expansion of public and affordable housing in Charlottesville, VA, through efforts initiated and directed by the public housing residents themselves.
Cedar Grove Apartments
As the first permanent supportive rental housing development for homeless and/or disabled veterans in the area, Cedar Grove is helping fill the urgent need for housing for low-income and disabled veterans.
Center In The Square
Center in the Square provides housing for arts and science organizations free of charge and offers marketing and other support services to tenants, assuring the stability and viability of their programming. With a variety of arts, science, and entertainment opportunities, it is an invaluable cultural and educational resource for Roanoke residents and visitors
Eggleston Plaza
Situated on the former site of the Eggleston Hotel, Eggleston Plaza, built in 2016, houses 42 garden apartments and a ground floor commercial restaurant and retail space. The development was led by The Hanson Company, whose owner Kelvin Hanson has roots in Richmond and prioritized creating a space for long-time residents of Jackson Ward to age in place. Each apartment was designed with high efficiency HVAC systems and Energy Star windows and appliances, reducing utility costs for residents. The building also features a community room and fitness area for resident use.
South First Street Phase One: Community Directed Redevelopment
VCDC is proud to welcome South First Street Phase One to our portfolio. Located in the heart of Charlottesville, VA, the South First Street Phase One project is part of a comprehensive redevelopment and expansion of public and affordable housing operated by the Charlottesville Redevelopment and Housing Authority (CRHA) in collaboration with the Public Housing Association of Residents (PHAR).
Annual Impact Report 2020
It is an understatement to say that 2020 was a year of great change that tested everyone’s ability to quickly adapt their ways of doing business. Despite managing a slew of new and unique challenges, VCDC and its affiliates were able to raise over $54 million in LIHTC equity (exceeding our goal), close 8 LIHTC and New Market Tax Credit developments, grow the size of our CDFI loan fund, and partner in the acquisition and redevelopment of a mobile home community in southern Chesterfield County.

Located in Ashland, VA, the Omni Place project involves the rehabilitation of an existing apartment complex with 61 LIHTC units serving seniors. Seven units will be fully outfitted with accessibility features for disabled residents.
