October 2024 — VCDC is proud to welcome Lightfoot Apartments to our portfolio, a new community of affordable housing in Culpeper, VA, bringing 60 homes to low-income families. In Culpeper County, a short supply of affordable rental homes has translated into higher rent rates where housing is available, leaving low-income families behind. Lightfoot Apartments serves as a vital new piece to the Culpeper community, filling a deep need for high-quality and affordable homes for families.
Lightfoot Apartments includes three garden-style buildings over 5 acres with one-, two-, and three-bedroom units along with a community center. All the homes at Lightfoot Apartments are reserved for households making below 60% of the Area Median Income. Additionally, six apartment units meet requirements to include accessibility features for residents with mobility impairments, and 20 apartment units meet Virginia Housing’s Universal Design requirements. All homes meet specific green building requirements to ensure energy efficiency and healthy living, including EPA EnergyStar certification and Earthcraft Gold certification.
Lightfoot Apartments is located in downtown Culpeper near local business including restaurants and retail. The community is a short distance from schools, a fire station, churches, and a police station. Additionally, the UVA Culpeper Medical Center is a few miles from the property.
The developer of Lightfoot Apartments, People Incorporated of Virginia (People Inc.), is working closely with the Town of Culpeper to ensure that this development meets the needs of community members. VCDC has partnered with People Inc. to provide $4,964,750 in Low Income Housing Tax Credit (LIHTC) equity to this community through the VCDC Equity Fund 26. VCDC has an extensive history of partnership with People Inc. We have provided development advisory services and investments from VCDC Equity funds on over 20 LIHTC-assisted communities developed by People Inc. Most recently, we partnered with People Inc. to develop Luray Meadows in Luray, VA and Culpeper Crossing in Culpeper VA.
