Culpeper Crossing
December 2019 - Culpeper Crossing is a renovated housing community in Culpeper, VA. The first, larger building was constructed in 1939 and has been used as an apartment complex since 1991. The community has 28 homes across two buildings and transitioned from a market-rate development to income and rent-restricted housing during renovations, opening up more affordable housing opportunities for low-income individuals and families in the Culpeper area.
Renovations at Culpeper Crossing are devoted to improving residents’ quality of life and making the complex more accessible and energy efficient. New improvements include replacements of all major systems and new roofing, windows, flooring, appliances, carpets, tile, accessible walkways, and landscaping. Additionally, five existing apartments have been redesigned to accommodate residents with disabilities, and sixteen meet universal design standards which enhance accessibility for all residents regardless of age or disability status. Culpeper Crossing has also been redesigned to meet green building standards and is now around 25% more energy efficient than it previously was.
Culpeper Crossing sits in the downtown area of the Town of Culpeper, which is known for its rich history dating back to the Revolutionary War. Culpeper Crossing is adjacent to restaurants, churches, schools, retail, police and fire stations, and is two miles away from UVA Medical Center.
VCDC has partnered with People Incorporated Housing Group, an affiliate of People Incorporated of Virginia, to assist in the renovation cost and development at Culpeper Crossing. VCDC invested $1,094, 174 to the total development cost of $4,868,726. People Inc. Is a long-time partner of VCDC, whose 57 years of experience includes the development of over 17 LIHTC-assisted projects to create affordable housing in Virginia.
