A rehabilitation project in Saltville, VA brings high-quality, affordable homes to North Fork Manor residents
VCDC is excited to welcome North Fork Manor into our Portfolio.
October 2026— Finding high-quality rental affordable housing is a growing challenge across Virginia, and that is no exception for small towns like Saltville, VA. Saltville, tucked away in a valley of the Appalachian Mountains of Southwest Virginia, carries the motto Small Town, Big Impact – an accurate portrayal of the town's picturesque outdoor recreation and unique mountain culture. However, access to high quality and affordable housing is hard to come by. That's why the redevelopment of North Fork Manor, a multi-family affordable townhome community, will help Saltville grow its impact for residents in need.
North Fork Manor, originally built in 1982 and named after the nearby North Fork of the Holston River, contains 56 units of affordable rental townhomes for families making between 30% and 60% of the Area Median Income. Community Housing Partners Corporation (CHPC), the developer, is rehabilitating all apartment homes and shared spaces in the community to provide much-needed modernized interiors and systems. Specific upgrades will include better quality and energy-efficient appliances and plumbing fixtures, as well as improved broadband infrastructure to ensure residents have access to the best connectivity standards. As rehabilitation efforts proceed, residents will continue to enjoy access to a community room, on-site laundry facilities, common area Wi-Fi, a playground, a basketball court, and professional on-site management.
North Fork Manor is in a residential neighborhood of Saltville, within Smyth County’s designated Revitalization Area. The property is less than 1.5 miles from critical services, including a grocery store, pharmacy, bank, health clinic, public parks, and other everyday amenities. The community is also served by a demand-response transportation service, which ensures and improves easy travel and access to the town's many resources and offerings. In recent years, Saltville has prioritized revitalization and economic development through historic preservation, affordable housing, and tourism. Although the town has a population of fewer than 2,000, it serves as a hub for the surrounding rural communities and provides key services such as medical care, retail, and public education. North Fork Manor is currently fully occupied and maintains a 29-household waitlist, highlighting the ongoing demand for high quality, affordable housing in the region.
VCDC is providing $6,073,810 in Low-Income Housing Tax Credit equity through the VCDC Housing Equity Fund 29 to support rehabilitation efforts at North Fork Manor. We are excited to be working with Community Housing Partners Corporation on this effort, a long-term partner of VCDC. CHPC is a nonprofit organization headquartered in Christiansburg, Virginia that brings over five decades of experience developing and preserving affordable housing across the southeastern United States. Its portfolio includes more than 5,000 affordable multifamily apartments and over 2,000 single-family homes. To date, CHPC and VCDC have collaborated on 46 successful LIHTC transactions throughout our strong and trusted development partnership.
Renovations at North Fork Manor are expected to be completed by December 2027. We look forward to seeing how this rehabilitation project enhances homes for residents in the community!
