Vista 29 brings Permanent Supportive Housing to Albemarle County residents

February 2025 — VCDC is thrilled to introduce Vista 29 to our portfolio—a transformative Permanent Supportive Housing community serving the greater Charlottesville, VA area. Designed to provide 80 new apartment homes for formerly homeless and low-income individuals, Vista 29 embodies a vision to address the affordable and accessible housing needs of Charlottesville and Albemarle County residents. 

Vista 29, named after Route 29, which the property overlooks, is a part of a larger initiative comprising efforts from several nonprofits and government entities to redevelop the site of a former Red Carpet Inn. Specifically, Vista 29 will offer 77 studio and 3 one-bedroom apartments for individuals making up to 40%, 50%, and 60% of the Area Median Income. Twelve of these apartments will be constructed with accessibility features to accommodate residents with disabilities. Residents at Vista 29 will be able to enjoy a community room, free Wi-Fi, a fitness room, and a computer room. Furthermore, the site itself is proximal to various local businesses and community services, with shopping, dining, employment opportunities, entertainment venues, and medical services all within 2.5 miles, ensuring that residents are not isolated from their community. 

The developer of Vista 29, SupportWorks Housing, has over 35 years of experience in providing Permanent Supportive Housing (PSH) to very low-income residents of Virginia. The PSH model, which provides people with housing first, and then offers supportive services—including for mental health and substance use issues, as well as to support their personal development and financial well‐being —has seen remarkable success in ending chronic homelessness. At Vista 29, SupportWorks will provide residents with access to case managers, social workers, job training, and other opportunities with the goal of helping residents permanently transition from homelessness to stability. This comprehensive approach demonstrates a commitment to housing individuals and, critically, to providing the support necessary for long‐term success. 

The Vista 29 project has garnered substantial local support, demonstrating a regional commitment to addressing homelessness. The County of Albemarle has provided full backing through rezoning the site for affordable housing development and contributing over $3 million in funding. Recognizing that combating homelessness is a regional challenge, the City of Charlottesville has also committed funding to the project. This collaborative effort showcases a community‐wide dedication to innovative solutions for housing needs in the Charlottesville area. 

VCDC is making a $13,189,465 Low-Income Housing Tax Credit (LIHTC) investment in Vista 29 through the VCDC Equity Fund 28 slated for completion by the end of 2026. The developer, SupportWorks Housing (FKA Virginia Supportive Housing), is a long‐time partner of VCDC. Currently, nine SupportWorks projects are active in VCDC’s housing portfolio. The organization is unique among VCDC’s partners as its mission and structure is singularly focused on ending homelessness in Virginia by creating affordable, service‐enriched housing for the most vulnerable people. SupportWorks is dedicated to its mission and ready to identify and deploy resources to further the good work of its housing development, property management, and support services programs.
