Madison Roads Apartments: Transforming Underused Land into Permanent Supportive Housing in Orange County

Every affordable housing development begins with a place. Sometimes that place is a vacant lot; sometimes it’s an aging building waiting for a second life. In Orange County, Virginia, Madison Roads Apartments is transforming a parcel that once held two abandoned and deteriorating buildings into something entirely different: a welcoming, accessible, and affordable home for individuals who need not only a place to live, but a place to belong.
Madison Roads Apartments is a four-story affordable housing community supported by VCDC Equity Fund 29. The development will create 21 permanent supportive housing apartments for low-income individuals with disabilities, with rents set well below market rate. For residents, these homes will provide affordability, stability, dignity, independence, and access to a variety of supportive services that help people grow and thrive.
The need for this kind of housing remains urgent. Across Virginia, renters with the lowest incomes face a severe shortage of homes they can afford. In Orange County, where population growth, rising housing costs, and an aging population continue to shape the local housing landscape, the need for accessible, service-connected housing is especially significant. Madison Roads responds directly to that need by transforming underused land into a community asset and creating homes for some of the region’s most vulnerable residents.
Madison Roads Apartments will include 18 one-bedroom apartments and three two-bedroom apartments. Five of the units will be fully accessible in accordance with ADA design standards, and the elevator-equipped building will help ensure residents can move through their homes and community spaces with ease. The development will also include on-site office space for Encompass Community Supports, allowing property management and service coordination to be readily available to residents.
The design and placement of Madison Roads reflects a simple but important intention: housing should connect people to community. Residents will have access to a community room, business center, and outdoor pavilion, creating places to gather, work, relax, and build relationships. The property is also located near everyday essentials and community resources, including the adjacent Orange County Health Department, medical services, retail, grocery stores, banking, gas stations, a community pool, and a local park, all within approximately one mile. Nearby access to a bus stop and local trolley system will help residents stay connected to services, appointments, work, and community life.
Madison Roads is being developed by Encompass Community Supports, a nonprofit and quasi-public organization with more than 50 years of experience serving the region. Encompass provides behavioral health, developmental disability, aging, and other community-based services across Culpeper, Rappahannock, Madison, Fauquier, and Orange counties. Many residents of Madison Roads are already connected to Encompass programs, making this development a natural extension of the organization’s long-standing commitment to helping individuals live with greater stability and independence.
Encompass also serves as the Area Agency on Aging for its five-county service area and administers more than 400 Housing Choice Vouchers for Virginia Housing across an 11-county region. While Madison Roads is Encompass’s first Low-Income Housing Tax Credit development, the organization brings deep local knowledge, strong service infrastructure, and a clear understanding of the residents this community is designed to serve.
This project is strengthened by the partnership of People Incorporated of Virginia, a longtime VCDC partner that will serve as guarantor, bringing more than 30 years of LIHTC experience to the project. Encompass, People Incorporated, VCDC, and the broader project team are helping ensure that Madison Roads is positioned for long-term success.
Through VCDC Equity Fund 29, VCDC will provide more than $6.68 million in Low-Income Housing Tax Credit equity to support the development of Madison Roads Apartments.
Madison Roads Apartments reflects the collective efforts of Encompass Community Supports, People Incorporated of Virginia, Virginia Housing, Atlantic Union Bank, the Virginia Department of Housing and Community Development, Peacock Holland Construction, Sanders Architecture PC, and the investors of VCDC Equity Fund 29, whose partnership is helping create affordable housing opportunities in Orange County.
