JCOC 3H Housing Brings Affordable Homes to Very Low Income Virginia Beach Residents

VCDC is pleased to welcome JCOC 3H Housing to our portfolio.

December 2024 — VCDC is excited to announce the closing of JCOC 3H Housing and the new construction of 38 affordable and permanent supportive SRO units supporting individuals facing homelessness near the City of Virginia Beach oceanfront area. This new development supports a city-wide effort to increase affordable and stable housing opportunities in Virginia Beach, where 300+ residents experienced homelessness last year. Judeo-Christian Outreach Center (JCOC) is embarking on their first permanent supportive housing development which will offer a community kitchen, nightly dinners and pantry available to residents and the community, in addition to first floor office space to host JCOC’s administrative team, Rapid Rehousing program, supportive services, staff and property manager. JCOC has provided these critical services to the Virginia Beach community for over 30 years. The new ‘campus’ has been a long-time vision of Execute Director Todd Walker and the Board of Directors. 

JCOC also serves the City of Virginia Beach through their shelter and food services programs. The organization currently manages a 16–bed transitional and supportive housing development in addition to managing and operating several other shelters in the city. JCOC’s vision for this project has been in development for more than 8 years with tremendous support from private entities, lending institutions, local organizations and the City of Virginia Beach.  

In addition to providing much needed permanent supportive housing, JCOC 3H Housing includes other elements that will allow the organization to better serve its clients and the greater community. The property includes office space to host JCOC’s administrative team, Rapid Rehousing program, supportive services, property manager, and other team members. The dedicated community kitchen, nightly dinner and cafeteria area will allow JCOC to continue its 30-year history providing a food pantry and daily meals to residents and the community at large. Residents can also enjoy on-site amenities including laundry facilities, a community room and free WiFi in both the apartment homes and in the community room. Exterior onsite amenities include a picnic table area, raised gardens, and a gazebo.  

The site has been owned by JCOC since the 1980s, hosting the organization’s space and other services to the community including the nightly dinners for low-income families and individuals. The surrounding area has a combination of residential and commercial development, with walking access to shopping, dining, recreation, churches, and public transportation. 

Five apartment homes at JCOC 3H Housing will include accessibility features for residents with disabilities, and all 38 apartments will meet universal design requirements as outlined by Virginia Housing and green building efficiencies per EarthCraft Gold and and EPA EnergyStar. 

VCDC would like to acknowledge Dollar Bank for its investment in VCDC DB Equity Fund 1.  This Fund is providing $4.380 million in equity to support JCOC 3H Housing based on the availability of Low-Income Housing Tax Credits.
