Sixth Street creates 47 resident-designed homes in Charlottesville

Sixth Street Phase I is a newly constructed multifamily community in downtown Charlottesville designed to create high-quality, affordable homes for low-income families. This 47-unit building, featuring a mix of one-, two-, and three-bedroom units, will involve an innovative approach to affordable housing that encourages residents themselves to make crucial choices in the design and construction of this new community.  

Sixth Street is being developed by Charlottesville Community Development Corporation (CCDC), a subsidiary of Charlottesville Redevelopment and Housing Authority (CRHA). CRHA and its community partner, the Public Housing Association of Residents (PHAR), which is the legally recognized representative of the public housing residents in Charlottesville, have initiated Sixth Street as a component of an ambitious redevelopment and expansion of public and affordable housing in Charlottesville. The first two communities involved in this process, 62 homes at South First Street and 105 rehabilitated homes at Crescent Halls, are complete and fully leased. The third project, South First Street Phase Two, which includes 113 townhome and garden-style units with one to five bedrooms, closed in April of this year. Through surveys, house meetings, community meetings, and public hearings, CRHA integrated perspectives from current Charlottesville public housing residents into the redevelopment plans for all of these communities. 

The development will be located on the corner of Monticello Avenue and 6th Street surrounded by single family homes and a commercial area including restaurants, shops, and Habitat for Humanity Charlottesville business offices on the other.  Just across the street is CRHA’s Crescent Halls, an affordable housing community that recently completed a resident-led renovation in partnership with PHAR earlier this year. Within a mile of the site are numerous amenities including restaurants, grocery stores, schools, retail such as the popular downtown mall, banks, pharmacies, and the UVA University Hospital Emergency Room. Onsite amenities feature a community center, computer/business center, elevator, fitness center, playground, sports court, onsite management and services offices. Furthermore, a bus stop is located at the corner of the site for access to public transportation. To support residents with personal transportation, underground parking will also be available, providing space for up to 32 vehicles.  

Supporting CRHA and PHAR in these efforts is the Affordable Housing Group LLC (AHG), a collaboration between CRHA and several mission-driven local developers, including Castle Development and Riverbend Development. AHG has raised nearly $30 million from local donors and continues to provide staffing and other resources to help advance these redevelopment goals. AHG has no ownership interest in the project and receives no compensation for its services; it is driven solely by a commitment to expanding Charlottesville’s affordable housing options. 

VCDC has invested $12,077,332 in Low-Income Housing Tax Credit Equity through the VCDC Housing Equity Fund 28 to support the success and longevity of Sixth Street Phase I.  

Sixth Street marks an important chapter in a shared, long-standing commitment to affordable housing in Charlottesville by residents and community members alike.
